KRA Turns to Mobile Money Data in Fresh Crackdown on Nil Tax Returns

The Kenya Revenue Authority (KRA) has introduced a dedicated WhatsApp channel that allows taxpayers to file their Nil returns in under five minutes.

This move marks a significant shift in the agency’s digital transformation strategy, aiming to reduce the friction associated with the often-congested iTax portal.

The End of iTax Portal Struggles

For years, the iTax portal has been the primary gateway for tax compliance, but its complexity has often left taxpayers frustrated.

From forgotten passwords to “system down” messages during peak periods, the portal was a significant barrier for those simply trying to declare they had no income.

The new WhatsApp channel bypasses these hurdles entirely, offering a conversational interface that most Kenyans are already familiar with.

By bringing tax services to a platform with over 90% penetration in Kenya, KRA is making compliance as easy as sending a text message.

How to File Your Nil Returns on WhatsApp

The process is designed to be intuitive and requires no technical expertise to navigate.

To begin, you simply need to have your National ID or KRA PIN ready and ensure you have access to the phone number registered with KRA.

Step 1: Save the Number

Open your WhatsApp and start a new chat with the official KRA number: 0711 099 999. You don’t even need to save it to your contacts to get started.

Step 2: Start the Conversation

Send a simple greeting like “Hello” or “Hi.” The automated system will respond immediately with a welcome message and a menu of options.

Step 3: Access Services

Tap on the “View Services” button that appears in the chat. This will open a list of available digital services provided by the tax man.

Step 4: Select Nil Returns

Choose “Nil Returns” from the list. If you actually earned a salary or had business income during the year, you should select the employment income option instead.

Step 5: Identity Verification

The system will ask for your KRA PIN or National ID number. Once you provide it, an OTP (One-Time Password) will be sent to your registered mobile number for security.

Step 6: Confirm and Submit

Enter the OTP in the chat, review your details on the screen, and hit submit. You will receive a confirmation message and an SMS with your acknowledgement number.

Who Qualifies for Nil Returns

It is important to remember that a Nil return is a formal declaration that you had no taxable income during the previous financial year.

This typically applies to university students, unemployed individuals, or dependants who do not have an independent source of income.

If you have earned any money—whether through a side hustle, freelance work, or a part-time job—filing a Nil return is considered a compliance violation.

In 2026, KRA has made it very clear that they are watching, and “forgetting” to report income could lead to more than just a slap on the wrist.

The 2026 AI Dragnet

The most significant change this year is the introduction of AI-driven validation within the filing process.

KRA’s automated systems now cross-reference your PIN against bank records, mobile money transactions, and eTIMS data in real-time.

If the system detects significant activity on your accounts that suggests income, your WhatsApp Nil return will be rejected instantly.

This automated dragnet is designed to catch individuals who have been evading taxes while claiming to have no income.

PIN with No Obligation (PWO) Status

For those who consistently have no income, KRA has introduced a new category called “PIN with No Obligation” (PWO).

If you are a student or a retiree with no taxable earnings, you can apply for PWO status through the iTax portal or a KRA service center.

Once registered under PWO, you are exempt from the annual Nil return requirement entirely, saving you the trouble of filing every year.

Penalties for Ignoring the Deadline

The deadline for filing remains June 30th, and the penalties for missing it are steeper than ever.

Failure to file your returns by the deadline attracts a fixed penalty of KES 2,000, regardless of your income level.

Beyond the fine, a non-compliant status can affect your ability to get a Tax Compliance Certificate, which is required for most government jobs and tenders.

With the WhatsApp channel now live, there is officially no excuse for missing the deadline this year.
